Support for Education in Kyrgyzstan

We are honoured that Martin Finnigan is a member of the team appointed to carry out a quasi-experimental Sustainability Assessment of the Education and Child Nutrition Programme in Kyrgyzstan. The project is being carried out on behalf of the United States Department of Agriculture McGovern-Dole International Food Programme and Mercy Corps.  Our particular area of interest is the potential to strengthen local value chains and private sector engagement to improve the sustainability of school feeding initiatives.

NHS Greater Glasgow & Clyde – DBFM Financial Close – 2nd component

Yesterday, 11 December 2019, the third of the facilities in the latest NHS Greater Glasgow and Clyde healthcare PPP reached financial close. 

Unusually, the new facility (new Clydebank Health and Care Centre) is being added to an existing DBFM contract under a pre-agreed change procedure.

The first component of this healthcare project reached financial in December 2018 and procured two new facilities (the new Greenock Health Centre and Mental Health In-patient facilities at Stobhill Hospital). The private partner is hub West Scotland and the contract follows Scotland’s hub/DBFM “PPP-lite” template contract. 

We supported the NHS in-house team and were responsible for a range a financial transaction support activities including assessing financial submissions from the private sector partner, confirming that returns, margins and fees are consistent with benchmarks and validating financial model optimisation throughout the procurement and at financial close.

Our recent Intern, Calum Finnigan, produced this slick 3D animation of our corporate logo as a little side project.  Calum is a graduate of the University of Edinburgh (BA with honours, Fine Art) and Edinburgh College (HND, Grade A, 3D Animation) and is interested in short or long term opportunities to apply his skills.

Caledonian Economics PPP Masterclasses

IMG_1915Senior public sector officials from central government departments in Beijing and several Chinese provinces including Jinan, Guangzhou and Hebei have taken part in our PPP Masterclasses this month.  This follows events we have run previously for government officials in Latvia and Uruguay and of course many training and development events in Scotland.

Published articles on developments in Social Infrastructure PPPs

Scotland has a great record of evolving PPP models to suit particular geographic, social and political conditions going back almost two decades.  Meanwhile, recent developments in Wales are breaking new ground.

In two articles recently published on the FOMIN/Inter-American Development Bank and World Bank blogs, Martin Finnigan and Michael Walker explain some of the nuances and make the case for applying such models more widely.

This October with Maria Jimena Cordoba from Castalia we provided a Education PPP training workshop for Uruguayan government agencies including Corporación Nacional de Desarollo (CND), Administración Nacional de Educación Pública (ANEP) and the Institute for Children and Adolescents (INAU) in Montevideo. The workshop covered international experience with Education PPP and management of  PPP contracts.

We also delivered a presentation on best practice in Education PPPs at a breakfast briefing event in Montevideo organised by the Inter-American Development Bank, the Development Bank of Latin America (CAF)  and the World Bank to promote the forthcoming Uruguay Kindergarten PPP project. 

Approximately 100 delegates from across  the Uruguayan PPP industry heard our presentation which described the Scottish experience of Education PPP over the last twenty years.

Government of the Republic of Uruguay

Working with Castalia Strategic Advisers and with support from the Inter-American Development Bank we advised the Government of Uruguay and Corporación Nacional para el Desarrollo (CND) on the development of financial and technical aspects of the Uruguayan early years education PPP programme.  This will create up to 60 kindergartens and family support centres to support the national poverty reduction and social inclusion policy.

Our responsibilities included project  financial modelling, international best practice studies and the development of bespoke technical documentation which drew on our extensive experience of PPP transactions and implementation.

Healthcare PPP Programme, Turkey

We have been selected as preferred bidder, alongside partners in Istanbul, Ankara and Warsaw, to assist the Government of Turkey and the European Bank for Reconstruction and Development with the design and implementation of the Ministry of Health Monitoring Unit for the national Healthcare PPP programme.

This is the largest Healthcare PPP programme in the world and will deliver at least 14 new hospitals with over 26,000 beds.

Latvijas Pašvaldību savienība (LPS), Latvian Association of Local and Regional Governments

Working with LPS, we delivered a half day seminar and web broadcast to around seventy representatives from Latvian municipalities and local government bodies.  The Webinar described the Scottish experience of PPP, its evolution to meet the particular social aspirations of the nation, and its relevance to other states of similar size and latitude.
